ABOUT USAID KIZAZI HODARI NORTHEASTEN ZONE (KHNEZ)

Kizazi Hodari North Eastern Zone Activity (KHNEZ) is a five years project funded by USAID as a global effort to reduce HIV incidences in children and adolescents.  The project aims to enable Orphans and Vulnerable children (OVC), adolescents, and young people who are infected or affected by HIV-AIDS to improve their wellbeing through Health, Education, Nutrition, Protection, Livelihood as well as psychosocial wellbeing.

KHNEZ Activity is implemented under ELCT HQ in collaboration with other international consortium partners. At ELCT-ELVD, the project is coordinated four councils of the Mwanza region namely Sengerema, Kwimba, Buchosa, and Ukerewe DC. The project consortium works with USAID mission, national governments and existing response partners to identify gaps in HIV prevention and treatment programming among the targeted population.

ELCT-East of Lake Victoria Diocese would like to announce a new vacancy position in the capacity of Project Accountant and Diocesan Internal Auditor ELCT-ELVD.

 

1.    Project Accountant– (1 post)

             Reporting to: Project Manager

             Locations: ELVD Head Office 

             Department: Finance

Roles and Responsibilities:

·         To assist the Project Manager in coordinating and supervising all the financial functions of the program and project

·         Comply with federal and financial regulations and policies and advise ELVD’s management on needed actions

·         Maintain donor confidence information and protect operations by keeping financial information confidential

·         Substantiates financial transactions by auditing documents

·         Secures financial information by completing data base backups

·         Prepare payments by verifying documentations and requesting disbursements

·         Processing tax payments to internal and external stakeholders

·         Prepare budget forecasts

·         To ensure compliance with the procurement policies and guidelines of the organization and the USAID Kizazi Hodari Project requirement.

·         To coordinate all project finances and preparation, implementation and control of the annual and any supplementary budgets of the organization

·         To review purchase orders prepared by the project staff and to facilitate and to facilitate procurement of office supplies, equipment, furniture and services.

·         To ensure that the recommendations made or issues raised by the internal and external auditors are implemented or addressed without delay.

·         To cooperate with external auditors to ensure that within three months of the end of each financial year, draft accounts of the preceding financial year are submitted for audit.

·         To maintain an update register of the asset and stores of the organization and to ensure proper accountability of the same including such as consumable office and fuel to motor vehicles.

Required Skills and Experience

·         Experience in Donor funded project at least 2 years.

·         Certified Public Accountant (CPA) would be an added advantage

·         Experience in various accounting software packages for both international and local finance requirements including GAAP requirements, WebERP, QuickBooks, etc.

·         Exceptional ability to prepare project budgets, financial forecasts, and tax reports

·         In-depth knowledge of best practices in accounting

·         Experience/interest to work in church environment and ability to serve people of other faith.

Education/Academic Qualification:

Bachelor’s Degree in Accountancy/Finance or equivalent from any recognized University.

 

2.    Internal Auditor– (1 post)

              Reporting to: Bishop ELCT-ELVD

             Locations: ELVD Head Office 

Roles and Responsibilities:

  • Thoroughly audit books of accounts from the level of the Parish, units, centers, districts and head office of the Diocese.
  • Advise on improvement of handling assets of the Diocese and diversification of sources of income.
  • Attend meetings without vote when needed
  • Do regular audit of centers, districts, parishes, projects and institutes of the Diocese and submit reports to the Head of the Diocese.
  • Audit books of accounts and daily financial records to ensure they are correctly and safely kept.
  • Audit quarterly financial reports in parishes, centers and districts.
  • Ensure that cash in hand and/or in the bank tally with those shown in the books of accounts (bank reconciliation).
  • Ensure tallying of monthly financial reports and that the same is done regularly.
  • Ensure annual financial statements are duly prepared and timely completed.
  • Work closely with Department of Treasury of the Diocese.

·         Perform other duties as assigned by supervisor/employer

Required Skills and Experience

·         Proven working experience at list two years (2) as Internal Auditor

·         Certified Public Accountant (CPA) would be an added advantage

·         Advanced computer skills on MS Office, Accounting Software and databases

·         Ability to manipulate large amount of data and to compile detailed reports

·         Proven knowledge of auditing standards and procedures, laws, rules and regulations and In-depth knowledge of best practices in accounting

·         Christian (Lutheran) by denomination

Education/Academic Qualification:

Bachelor’s Degree in Accountancy or Finance from any recognized University.
